Hartalika Teej falls on Bhadrapada Shukla Tritiya. Legend holds that Goddess Parvati undertook intense penance and a waterless fast to win Shiva as her husband, and pleased by her devotion, Shiva accepted her. In commemoration, married and unmarried women observe this fast for their husband's (or future husband's) long life and a happy married life.
Significance
This fast is often considered even more rigorous than Karva Chauth, as it involves complete abstinence from water as well as food. It is widely observed in North India, particularly Uttar Pradesh, Bihar, and Rajasthan.
Puja Vidhi
Bathe and dress in festive attire in the morning, then craft and worship idols of Shiva and Parvati made from sand or clay. Staying awake through the night with bhajans is also traditional, with the fast broken the following morning.

The auspicious time for puja during the Tritiya tithi falls either in the morning or during Pradosh Kaal; check the Panchang for exact timing.
